Are there any special conditions?

Any group of young people aged between 13 and 19 can be referred by a teacher, Connexions Officer, youth worker, YIP worker or YOT officer provided they meet the criteria set out on our Programmes page.

Each group leader must carry out a Risk Assessment on each learner before starting and exclude learners with a recent history of dangerous behaviour that is an unacceptable risk to the safety of any one involved in the delivery of our programmes. The Wheels Project reserves the right to refuse access to individuals referred if it cannot be sufficiently reassured about the safety to its staff by the referring agency.

How do we apply?

Group referral only. By telephone on 0117 971 1711, ask for David or Linda or email This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

Do you get paid?

No payment unless the learner is attached to a Training organisation elsewhere.

What about Insurance?

The Project is fully insured, ie Combined Ancillary Policy (Community Risks) which covers Public Liability, Employers Liability, etc. through Zurich Municipal.

What about Risk Assessment?

The Wheels Project has carried out risk assessments on its activities. We have a comprehensive Health & Safety Policy developed in consultation with Citation plc.

How much will it cost?

The  Wheels Programmes costs are as laid out in the Finance section of this web site.

How many can be in the group?

All Wheels Programmes - between 4 and 8 learners per group depending on their behaviours.

Are there any other Health & Safety issues?

All learners take part in a health and safety induction session when they join the Project and they are tested on what they have been taught.  It is mandatory that all learnes take part in this induction and abide by the Project's H&S rules at all times. Any serious breaches could lead to permanent exclusion from the programme.

I want to get a moped - what do I do?

You will need to complete a one day Compulsory Basic Training (CBT) course at a Driving Standards Agency (DSA) approved motorcycle test centre.   To do this you will need your Provisional Driving Licence (£55) and you must take both parts along to the CBT provider.  If you complete the course satisfactorily you will be issued  with a certificate that allows you to ride your moped legally on the pubic highway.

The CBT is valid for 2 years and there is currently no legal obligation for you to do any further training thereafter until you retake your CBT again.  However, it's good practice to work towards the motorcycle test full details about which will be available from your CBT centre.

The bike and all safety clothing will be supplied by the CBT centre.

If you are 17 years old or over you may take your training on a geared 125 cc motorcycle if you wish.

Check out the DSA website for information about rules and regulations.

Re insurance, mopeds are restricted to 30 mph and you should be able to get insurance for around £30 a month.

The Wheels Project has long thought that 1 day's CBT training is insufficient for some road users which is why we introduced our Kick Start+ Moped (Pre CBT) Programme

This programme is funded by the West of England Road Safety Partnership and is aimed at 16-18 year old, new moped riders who have been identified as most at risk of being involved in a road traffic collision which may lead to death or serious injury.
